Basically, school district is paying the victims 14 & 16.

I like this to holding the schools more accountable. You can't hold a school liable for what happens after hours or on weekends, but I suspect there is more schools can do to monitor what is happening on property, trips etc. At the very least, an awareness campaign.

I wonder if this is primarily a US phenomenon.

I'm guessing there is no doubt non-US male teachers take advantage of underage students. But I don't remember reading any non-US female teachers molesting male kids.
