Personally I do not worry about naval too much since humans have been sailing for a ,longtime. Now finding names that the predominant American audience will know could be a problem I agree. On the other hand, the Air Force is real tough since there has only been a little over hundred years of flight.

Isoroku was really good, true, but he died during the war, so he didn;t get a chance to lead teh Japanese during the sever counterattcks by the US in the Pacific Theater in teh latter days of the war. That could have have either showed him to be brilliant or overrated, as severe pressure is wont to do. I liked Togo because he was clear and away one of the best admirals of all time, leading the Japanese navy to victory in several major engagements in the early 1900;s over the Russian fleet that was bigger, stronger, and more experienced, and crushed them handily.

And of course, he lost too. He had great insight but was able to be defeated, such as the Battle of Midway. (Although to b e fair that was partly due to cryptography failures)

Yeah with the geographical categories, you have some wiggle room, but it will be up to the voters. For instance, a manmade location could be made pre-20th but be more relevant later on. If you can make that case, go for it.
