I thought the decision to throw that was fine, it was just a bad throw by Eli. If he puts that inside of the receiver instead of behind him, Samuel probably flies by him and it'll be a big gain. There's some old timey (80s) full length football games on youtube - I haven't watched too much of that footage but I haven't seen any players launching themselves the way they do that draws flags today. Maybe they weren't as athletic, maybe they just were better tacklers, but I'm not positive this is some drastic rule change - more of a reaction to an emerging defensive technique.

Not a defenseless receiver. Helmet to helmet on a ball carrier is legal. (As long as it's not a quarterback, of course)

The only time you can not hit helmet-to-helmet is on a QB in the pocket or on a defenseless receiver. Once someone is a "ball carrier" (running down field with the ball in his possession), it's legal.
