It's a state fairground of some kind. To the right of the track are two squiggly paths: one a minigolf course, the other like a water slide? Farther down is a merry-go-round (circle near the middle of the picture). The race track is just part of the fairground. No idea what fairgrounds though.

Guess not, then. I know maybe 30 years ago I did some work at the Ohio State Fair, and it was billed to be my some authority figure in a uniform as the 2nd largest, to Texas. It never occurred to me that the facts may have changed, or even been in error at that point.
