If one of the officials says forward progress was stopped and just didn't get his whistle blown in time, I would guess that they can still consider the runner down.

The point is that in at least 50% of regular season games you would see that play continue til the runner was down. It's purely a judgement call by the officials. In that case, it would have been a fumble.

How about, the call wasn't wrong, but letting it go wouldn't have been wrong either. Because as I said, it ends up being a judgement call by the ref.
