I'm guessing Zinto - playing to Paladin/good tendencies and afraid of hurting his party members.

If not him, I guess someone playing solo who thinks they are already out in front and doesn't want to risk it - Dubb or Darth. But I think both of those guys already have too many interesting items to have the Potion as well ... if I'm wrong, then I'm not nearly as jealous of their supposed exploits as I should be.
