I noticed him when I first loaded the file, but I forgot about him and somehow thought he was too old. So yeah, you almost snuck him in. If I didn't recognize his name, he was all yours for sure.

His birthday was 14 days ago, so he's eligible because he was 17 during the STREP season.

Clerical note, the rule is always that a player is FFP eligible, so long as he was the age (17) during the season. So under those conditions, the following 18-year olds are FFP eligible. (There might be others, I'm just indicating the ones who are good enough)

Rio Grande can't participate in RFA/FFP, as Pedro Garcia is under a FRANCHISE player contract. There was an option to pay for access for this season only, but it'd cost $25m to do that, FFP is over and Carr hasn't gotten any offers and so...you wouldn't want to waste that money now.
