If Barkeep had said either the marathon or phoenix is bad in this city and we should lynch either one of them if we find out who they are I wouldn't have had any reason to think he was the phoenix. Now it may have just been him not finishing his line of thought but he never suggested lynching the phoenix even though he presented a 50/50 chance the phoenix could be bad. Only suggested the runners.
