Lightbulb Skillport Certificates / Hiring

I'm curious what individuals that hire people think about certificates obtained by Skillport, specifically Microsoft Office Proficiency ones? I ask because I'm working with others on establishing a non-profit group that is aimed at helping individuals find jobs and become more marketable / hire-able. I personally think if an individual had an intermediate level certificate from them it would be acceptable, but I have no clue what companies look for now. If they are acceptable, what ones would be recommended, specifically for standard positions office positions and not so much IT positions unless they have courses that would help in this area.
