There are systems in place that can and should have uncovered the plan and tracked the participants of 9/11.

However, I'm not sure how you prevent some lone dude with home made explosives in a backpack. Not saying that's what happened in Russia(it will be blamed on whoever is most convenient), but it's still the fear.

I didn't see who claimed responsibility. If it's yet another Russian terrorist group, they get those frequently. I'm hoping it's a Middle Eastern terrorist group because the Russians are known to do some serious fucking with them.
