Rookie Offers?

I appear unable to make an offer to any of the rookies.

Specifics I'm seeing from chat with Ben:

First, I did several I thought, but none showed in the FA screen, and I realised I may have just hit "Exit" since it's the only button enabled. Second, "Submit Offer" is disabled. Third, most don't show on the "recommend players" screen: the highest rookie there is rated in the 50s. Fourth, they all have the exclamation-mark icon that indicates they are waiting on a rookie offer, even though they have been released.

Anyone else seeing anything similar? If not, I'll just reload and try again.

I just checked and it seems a majority the the rookies (the drafted ones?) are not showing up in the recommend screen but they do in the FA List page.

I can make offers to them though, no problem there.

I've got a suspicion here. We may end up with a situation where we can't make offers to drafted rookies that will actually be signed until after FA2 is over (or beyond). This sounds similar to a quirk we encountered previously with offers not showing in the free agency screen. Those guys won't sign and the offers are vapor. Let's hold off on commenting until Ben can test a few things.
