I saw the link. It was Obama politic stuff. No way he was the same as the moderate Republicans who voted for a top marginal rate of 28% and believed an adequate health care plan was a tax credit. And I bet if you asked him the same question today, when he's out of office, he'd agree.

I mean people talk of Susan Collins as the last of them when they lament the old moderate Republicans.

Or do you think that was a political quote - to try to get some more Republican votes, such as Collins or Murkowski, for his policies?

True. Also some nice executive orders, got Bin Laden, and got re-elected but he was completely ineffective dealing with Republicans. Biden would be even worse.

Back to "moderate Republicans of the 1990s" for a second. Bill Clinton's 1993 Health Care Plan was a slightly less comprehensive than the ACA and was deep sixed not only by moderate Republicans, but even plenty of moderate Democrats (most famously Senator Daniel Patrick Moynihan). Of course, the attempt was a major reason they lost both houses of Congress.

I can pretty easily find Obama quotes giving the Heritage Foundation credit for the core of the ACA if I need to

The exchange part yes (though I'd argue that's not the core of the ACA), but Heritage wanted the states to run the exchanges. Heritage's plan, fwiw, wouldn't have ended pre-existing conditions nor expanded Medicare (which the SCOTUS struck down) or the public option (which couldn't get enough support) nor support for the poor to buy insurance, nor had the individual mandate. The Heritage Plan was just a Health Care exchange without additional needed regulation.
