The Staf file in FOF8 ?

Without a doubt these files (staff2016-19.fdt) have been created from a csv file, like roster and draft files.
However I can't see neither csv-file or a program to create a staff-file.

My interrest is based on the update I'm on for starting in 2002.

So basically do someone know how to create a new staf-file based on perhaps 2002 or just any season. It would be cool to get proper coach names when starting up a history save from 2002.
