Letterkenny had a joke where guys from Quebec said that up country degenerates in Quebec come from Laval. I looked up Laval and saw it as a suburb of Montreal, but I don't get the degenerate joke.
Any help?

I get the whole degenerates joke, I'm just specifically asking about the Laval joke. Is it kind of like a Staten Island joke for the NYC area?
