OOTP 14 Question

For the first time, I tried going back in history and playing from the mid 80's forward. When I got to my first amateur draft it seemed like all of the players were fully developed. Is this normal? Is there a setting I can change to make them develop typically? It's Cal Ripken's class if that makes any difference. Thanks.

I believe these guys are drafted in the year they entered the majors instead of 4-5 years before that. So they're fully developed.
