Heard Get Down Tonight by KC & The Sunshine Band and immediately thought of the scene in Pirates of Silicon Valley right after Gates and co. buy the OS that would become DOS.

That's a pretty good description. At one point Gary Busey shoves a lit stick of dynamite up a hospital patient's butt. Bikers kill Busey's wife, but also dig her coffin out of the ground, chain it to their bikes, and drag it around in front of Busey's house in a celebratory manner. Busey gets a rocket launching monster truck from some Cuban(?) gangster he befriended in prison. Yaphet Kotto spends the entire movie in veloure tracksuits, looking like he hasn't slept or showered in weeks (look at his hair, even in the trailer, it always looks like Barry Sanders just took off his helmet after a 50 yard run), and his dialog consists entirely of mumbling some variation of "This black man is getting OUT of this corny town!"...until he gets in his bi-plane and starts chucking grenades.

Also: who knows if Scotti Brothers Productions made another movie before or after? Nearly every scene is either cut off too soon, or too late, underlit, overly-loud...it's got ALL SORTS of technical mistakes, too! Five stars.
