It's a state fairground of some kind. To the right of the track are two squiggly paths: one a minigolf course, the other like a water slide? Farther down is a merry-go-round (circle near the middle of the picture). The race track is just part of the fairground. No idea what fairgrounds though.

I knew it was a "big" fairground. I knew Iowa and Minnesota were well known for having large fairs. After Texas was eliminated...

Guess not, then. I know maybe 30 years ago I did some work at the Ohio State Fair, and it was billed to be my some authority figure in a uniform as the 2nd largest, to Texas. It never occurred to me that the facts may have changed, or even been in error at that point. I don't know what the "largest" is, but Iowa's fairgrounds measure in at about 450 acres, which beats the 277 acres at the Texas State Fair. Mostly, though, it's the pop culture of the classic book, musical, and film that make Iowa in my mind the definitive state fair. Once spleen figured out the layout, I figured it would pop up eventually.
