Number of active players in preseason

In the real NFL, don't they allow teams to activate more than 46 players for preseason games?

I ask because I like to use the preseason to give all of my players some game time, from the rookies who need game experience, to the free agents who need some time acclimating to my "system", to the marginal guys who I want to examine under game conditions, even to the veterans who ought to get a few snaps just to be warmed up for the regular season.

As it is, I have to deactivate my veterans in the first 2 preseason games, and then for the final two games, activate the veterans and deactivate the marginal guys (the likely "cuts"). But this means that the likely cuts don't get as much preseason playing time (under my watchful eye) as it seems they would in the real NFL, or as much as I'd like.

So it would be nice (assuming it's not contrary to how the NFL does it) to allow more than 46 active players for preseason games. Maybe allow all 60 to be active.
