Either there was a rule change since the last time I've done this phase, or I've been doing it wrong from the start. Probably the latter. I realized that proposers of bills have to propose a bill that corresponds to their committee. It makes sense, but I haven't been following that rule. I will starting now.

CONGRESSIONAL PROPOSALS
Only 2 non crisis spending bill. Rev/Budget, Mil Prep all in crisis.

John Patten (B3) chooses not to propose anything.
Samuel Allyne Otis (B2) proposes to Move Capital to Boston (spending) – Domestic

Because of the new limitations regarding proposals, very few happened this term. I wonder how different the game would be if I had been following that all along, but that would impossible to go back and fix.

Totally agree. There's a lot of the "under the hood" stuff going on that I don't mention in these reports. One of the conditions of being a playtester is that I can't reveal these "under the hood" things just yet. I'm hoping when the game comes out (whenever that is) that there is an in-game document with all the rules so the players can make good decisions and develop their own strategies.

Even so, the rules can get complicated at times, as evidenced by the fact I missed a very important rule about who can propose bills. One of the things I am working on is finding ambiguities and/or conflicts within the rules, especially when it comes to the computer player.

When points are assigned for events and laws, just assume that they are based on the faction personalities. Also, laws that affect industries will help/penalize factions with politicians from those states leading in that industry.

Did you read about Richard Dobbs Spaight's speech last night? What a disaster! This speech was somehow worse than the one Spaight gave last week! Richard Dobbs Spaight (B3) gains Incoherent.

I've been looking at our younger crop of politicians, and Charles Lee is turning out to be some sort of efficiency wizard. This kid handles almost any issue like its childs' play. Charles Lee (R1) gains Efficient.

One politician is being labeled as incorruptible routinely by the media. David Brearley (R1) gains Integrity.

One politician is showing such high favorables among voters that it would be foolish for them not to run for president. Nathaniel Gorham (R4) gains +1 Cmd (2).

One politician has cloaked their entire being in the garb of the professed faith. So much so, that their rhetoric frequently condemns those of differing faiths, even if they are sometimes of the same religion. William Plumer (R3) gains Controversial.

Absolute power corrupts absolutely. Another politician in a powerful faction is being noted as a corrupting force. Benjamin Taliaferro (B3) gains Controversial.

ERA EVENTS
Liberty Treaty with Spain: Our negotiations with the Spain have led to the following compromise by Spanish Diplomat Diego de Gardoqui: Spain wants exclusive rights to the Mississippi River for 25 years. The 1788 draft looks to be very weak. Albert Gallatin is the highest rated member, and he wasn't born in America. After him it's a bunch of mediocrity.

Since two spending bills were passed, and only one is allowed, the one which passed with highest percentage is the one going to the president. This means National Road does not get through.

Since elections are next, the open spots won’t be filled. President Clinton is doing some nice damage control from a political standpoint after losing the war. Also, it is amazing to me how Howe keeps failing upwards. He lost an election for Representative, gets chosen to be a Senator, gains the Incompetent trait and forced to leave the Senate, and then gets named to the Supreme Court. Surely an incompetent justice won't cause any problems in the future. Also, a totally blue Supreme Court could be interesting, although in this game, ideology is more important than party when making decisions.
