Good goodness. The free agency class this year is absolutely bananas. How much money is Brad Scots going to command on the open market? Will anyone acquire the firepower to stop Winnemucca from a 4-peat?

But in any case, I have installed OOTP utilities anyway. I had to move the HTML elsewhere to do so, but it's installed and once the HTML gets finished uploading, we should be good to go. (Note: It won't be finished for another hour or so.)

You can view the HTML in its new location here once it's finished (and it's already been updated in the sticky thread) and you can login to OOTPOU here and that's also located in the sticky thread.

It won't track past development, I believe it'll begin to track from now as we've begun to use it. But at least going forward we have it installed and it seems like it should work okay.

Ok, the file is up. Tomorrow we'll sim to the start of ST. Like I said, lots of quality players out there still who have adjusted their offers after everyone decided they weren't as much as they thought they were (Looking at you Tommy Bonner) so you'll have plenty of money to throw at guys.

I just released a new file that expands rosters to 40 for spring training. Download it and you'll be able to set a 40-man ST roster.

No, never. So long as the date doesn't change, exports remain valid. Except...the new file won't contain the changes you've made. In order to get them go to import/export and "import team via FTP" and that should solve that issue.

Big news:

The FRANCHISE player rule is being retired. Anyone who is currently under a franchise player contract can remain under that deal. Once they're rights are renounced or the player retires, that's the end of that for that team's use of the franchise player. With the last LEGACY player retiring from his original team this year (Bobby Foster in Chicago) it seems fitting that the successor rule to that one is now on its way out.

It'll be replaced with the Restricted Free Agent (RFA) rule.

Ok, so here's the nuts and bolts of the new RFA rule, which starts with this upcoming (1859) off-season:

RESTRICTED FREE AGENT DESIGNATION

Each year between the end of the Sunset Series and the day free agents declare, each team may designate one (1) player under their control as a restricted free agent. (RFA)

The RFA will enter free agency as normal and can be signed by any team. Once the player signs, the original team will 24 hours or until the next sim to decide whether to 1) match the offer made by the new team 2) negotiate a trade with the offering team that includes the player (a sign & trade back to his home club) or 3) decline to match the offer and the signing with the offering club will become official.

Unlike the franchise or legacy player rules, the RFA happens each year. Each team gets just 1 per season except any team that currently has a franchise player under contract cannot also exercise the RFA rule.

The RFA isn't a permanent designation. It's just a one-time designation that can be used on any player per season.

The RFA's contract will be subject to the salary cap like any other player.

After the Sunset Series is over, I'll create a post for teams to list their restricted free agent for that year. You'll have until Monday (sim to the start of FA) to name someone or name no one, if you prefer. You get right of first refusal on the offer the player signs with. Obviously there's nothing stopping you from making an offer on your RFA yourself, but that'd sort of defeat the purpose.

ANYONE can be an RFA, doesn't have to be a homegrown guy or anything like that. It's just limited to one guy per season that you can use the designation on and these salaries will count under the cap.

I haven't designated a franchise player yet because none of my original team contracts are expiring yet, but I've been conducting business the last few seasons with the plan to designate one particular guy when the time comes. Can I get grandfathered in and designate him now before the new season starts?

Ok yes.

We'll do this. For this season only, any of the eight clubs that don't have a FRANCHISE player but wants to designate one, can do so. So anytime before the deadline for RFAs, any team without a FRANCHISE player can name one and be grandfathered into the FRANCHISE rule but ineligible for the RFA rule until that franchise guy is released.

Consequently, this means that if one of the eight teams with a FRANCHISE guy already wants to renounce their FRANCHISE guy between now and the end of the season and name a new one before the deadline for RFAs on next Monday, then that'd be allowed. It's a loophole, but I'm okay with it because teams will either benefit from the FRANCHISE player or benefit from the RFA rule until everyone has to play by it. After next Monday though, no more new FRANCHISE player designations by anyone.

Since we lost a team out west and coupled with the fact that we're just going to be awful and I thought a rebrand to a city SLOP's never been (and preferably a major one rather than all of these small markets) the Milwaukee Blue Sox will be relocating to Denver to become the Denver Dinosaurs.
