At the taking of a penalty kick the kicker back heels the ball to his teammate who shoots and scores. What is the restart?

I believe the call is that the player who back heeled the ball is warned, and the kick is retaken.

Yes its legal BUT only so long as the ball moves forward, if he passes it sideways or backwards its not legal.

(how the pass is made doesn't matter - its the direction which matters, to back heel it you'd need to face away from the keeper most likely as part of the 'trick')

Its rare anyone tries it as if the defense are alert they're allowed to go for the second touch meaning it requires the element of 'surprise' to be effective really (also bear in mind a lot of managers train their defenses to run in on penalties as a matter of course in case of rebounds etc.).
