Error when attempt to load TCY

"The General Manager records database is corrupted." I am getting this error message when attempted to open via the windows menu. This seemed to happen after a windows update. I have deleted all the files in the universe folder, uninstalled the game and re-installed. I still get the same message. I did not see anything for Solecismic in AppData. I can now only open the game when run as an administrator. Can you point me in the proper direction to resolve this issue?
