I believe there is horse near stirling but it is not within our cultural borders. we need Stirling to grow to get it.

Use him for tech or as a great person in a city. Long term benifets will out weight the short term for that one time lump sum of money.

I'd advise against this since the long term benifets at this point in history are huge if used for tech or as a great person in a city.

We are not at war....yet.

I intend to propose such a resolution to the government soon, once I feel we have enough troops to support a decent invasion.

And build what you will. Since you have a new town, you're not gonna be able to pump out units like we'll need them. And, you're not on a border, so you're fairly well defended just by location.
