Volatility: Exactly what is it?

Is it just in regards to how quick a player gets mad if he doesnt get PT? Does it have anything to do with his potential?

The general thought about Volatility is that it gives an idea if the player's scouted abilities will change. Higher volatility means a higher chance of them going up or down.
