Stupid Madden Q

For some reason, I cant seem to make any offer to restricted Fa's. Every time I click submit, I hear a sound, but the offer isnt accepted and the screen doesnt change. At one point, when making an offer to a punter, it told me I didnt have the roster space - so I released mine. It still refuses to accept my submission.
Just fyi- this is the X-box version.

Any advice ? I was able to match the offer made to my RFA however.
