Here's the criteria
Legend of his Time
Legend in his Mind
Legend of all Time
We all have different opinions suffice it to say. My Legend, is different from your legend. This isn't about HOF, this is about your opinion/perception. We can go by position, or by teams and the legacy of great players in those positions in multiple eras

Team: Steelers RB
Legend of his Time: Jerome Bettis
Legend in his Mind: Barry Foster
Legend of all Time: Franco Harris
Now you can mix and match eras but try to remain with in the framework of your genre
