Legend pack add-ons via Xbox Live?

They could release a big add-on pack every other year

I think if they are going to sell them they should go by tier packs. 800 MS points for Gold Pack. 600 MS points for silver pack and 400 MS points for Bronze Pack. But the packs would need to at least have 15 players.
