im pretty sure its to accelerate the whole break huddle/call a play time
so your playcalling time would be sped up, but when running an actual play its normal time.

If I recall correctly, at least with Madden's version, the clock wasn't accelerated for the final 2 minutes of each half, thus most people playing 12 or 13 minute accelerated quarters instead of 15. Also, I don't know if there's any truth to it, but my assumption is that you get more realistic play from the AI with longer quarters. If the AI is based on real football - it's going to be in a much bigger hurry to score if there's less time on the clock. You end up with more big plays and less sustained drives.

He is correct. In Madden, if you called a play before there were 19 seconds on the play clock (lets say you had 25 seconds left) it would run the clock down instantly to 19 seconds. It doesn't speed up time during plays, only during the play calling process. What it does is gives you the correct number of plays if you use a certain number of minutes per quarter but at the same time raises your time of possession so you're not running 12 play drives in a 1:48 seconds.

Is it safe to assume that if clock ran down past 19 seconds while you were picking your play, that it would just continue to run at normal speed?

Also, what about late in the game? It seems like this would cost you important time on a last second play...but I guess you should be using the no-huddle anyway.

Yes, under 19 seconds and the play clock ran normally. It's an added bonus.

In Madden the accl. clock feature is disabled for the last 2:00 of the half, presumably APF's will work the same way.
