They couldnt do much other then ask them nicely to raise them, its still the owners right to price his tickets at whatever he wants, if he incurs a loss because of it thats also his fault. The NFL gets a nice big payment for the rights to produce the game, at that point the NFL has made their money and couldnt care less whether or not the game company makes any money, if T2 loses money or makes money because of their price point it in no way effects the NFL's bottom line.
In the end the example you gave is completely different then the whole exclusive contract, the NFL has revenue sharing, therefor if an owner isnt pulling his weight he may get pressured by other owners but thats about it. The price point of a video game has absolutly no bearing on the revenue sharing, because again, the NFL gets paid in the beginning.
EDIT- Dont forget, games can be sold at a lower price then most are used too if that company still thinks it can turn a profit, sometimes companies think selling more units at a lower price will bring in more revenue then selling fewer units at a higher price.
