Ok try this roster i renamed it Roster.Ros since your used to it
first save it then open it with winrar and extract it then open it with the hex editor

That file looks a lot closer to a normal Xbox 360 roster. Many of the player codes are 84, which indicates a generic player assigned to a created team.

I saw a mix of legends and generics in there. The legends are the ones with a bunch of 00s where the facial structure should be.

However, the offset locations seem to be different on that file than what they are on the Xbox 360.

Normally the first created player appears at offset 000829F0. But on this file, that location just has a generic inside linebacker.

My suggestion would be to start at 000829F0 and just keep scrolling down through the players until you find one that has player code 05. That will indicate that he's a created player.
