This. Mine always hangs at the start screen and I've never been able to figure out how to fix it.

These are the settings I would recommend playing with. There are 3 settings that need to be set in order for it to play correctly. Framelimit = Auto, Write Color Buffers checked and Force CPU blit emulation checked. To get the Debug Menu to display go the GuiConfigs folder and open up CurrentSettings and set showDebugTab=true.

Hey, I've gotten past the start screen! So, I was simply enabling "Force CPU Blit" in the debug menu in the custom configuration for APF 2k8. However, I went into wordpad and actually look at the configuration file and it still said false for that setting, so I set it to true and I got through the screen. Now let's see if I can play!
