Not entirely true. If your TV is native 1080p then every thing it shows is scaled (or up-converted as you put it) to 1080p. If the scaler in the TV is better then the scaler in the player, the best picture would be had by setting the player to output at the source materia'ls resolution (i.e. 480p) and allowing the TV to do the scaling.

It is devices with copy protection that keep component from carrying 1080p.The cables have the necessary bandwidth.
