Don't know where exactly to post this but hopefully this is right place.....

Anyone know how to transfer apps from a mac to an ipad? Supposedly just connecting the USB cable stuff didn't work, and some icloud thing requires 20 bucks to purchase in order to do this? I really doubt that it costs extra money just to do something like this.
