This pretty much mirrors my approach.....

However, in "Stage 1" (as you call it in the write-up), I think doing fan stealing missions the first 4-5 turns can accelerate the process and make it a lot less annoying to deal with. I'd specifically suggest fan steal mission for Colorado in Turn 1, followed by Minnesota, Seattle, Kansas City, and possibly Arizona. Early steal missions of those teams tend to put them on their heels and make them less aggressive in expansion. I think you save more time by playing those couple extra games as you're going to be able to capture more empty hexes (especially going towards Seattle) and not hemorrhage fans in battles vs occupied territories (while also requiring fewer fans defending the border between KC/Minn).

Pretty sure they took out having to steal fans. I played 4 games, then just filled the map out without having to play again. The map this year is much easier, cpu don't even move much at all.

I find that the "Steal Fans" missions is most helpful to help get familiar with the pitchers of the team whose stronghold I intend to target next. That first game or two can be a little ugly in terms of learning which pitchers nibble vs the ones who come straight after you, so by the time I get to the stronghold I'm much better prepared.
