Giving stubs away is a terrible idea because it will exacerbate this problem of market inflation. What we need to do is to buy and sell items to keep on making more stubs, and then hold in the stubs to reduce the supply of stubs out there and help the market right itself.

I don't really get how this will fix the problem. You're just making a profit, the price of the cards isn't going down to what they were before the massive influx of stubs.
