I have been able to bee-line it straight to Tampa, it took me a couple tries though. Should be able to get it done in 12-14 rounds without stealing fans or anything.

Tampa has yet to be there by turn 12 for me.

The opposite happened to me last night. Houston conquered the Rangers and when I beat Houston at the Rangers location it gave me credit for beating Texas. Then I went and beat Houston again in their home location it gave me credit for beating Houston.

I guess I was lucky as well. I simulated everything and darted straight for Tampa and was able to snag a territory to complete the mission.
