Question about attribute increases

When you look at a players card, the ovr change is apparent. Like on Matt Kemp, showing as an 84 ovr but with an up-arrow and an updated 89. But on the attributes screen, when it shows his CvR as 69 and has a little green +12 above it, does that mean it's currently 69 after going up 12, or it's actually currently an 81?
