Question About Card Rollouts for DD

I've never played DD before, so my only reference for how the card rollouts will work is NBA 2K. In 2K, almost every great player, past or present, gets at least one high level card during the year. Is that the case for DD as well, or because there are so many more players do some get skipped? I'm hoping to put together a team consisting of Cleveland Indians past and present, especially from those great teams in the 90s. Will I see a high-level Thome, Ramirez, Roberto Alomar, Vizquel, Lofton, etc?

Thome and Ramirez weren't in previous years so it's unlikely they're in. The other guys have been available but be prepared to grind to complete missions if they're in a program,win alot of ranked season/battle royale games, or spend alot of stubs
