DD clarification

I have a question, I played DD last year for the first time. I always feel like I am missing something.

So my question is, when you have a mission and it says get X amount of hits with (lets say Salty), where do you get that card?

Do you have to randomly wait to get it? Do you have to buy it on the market? Just want to make sure there isn't some other way to get started that I am missing?

Do the other 3 missions under that program (collect a hat, jersey, and exchange players of the same position) and you will earn the card.

I totally misunderstood that...I thought that didn't matter until you had the card....
