Well I have used TCU the last couple years and they are pretty good. I'd say boise is tied with TCu because it depends on your style of play.

Notre Dame is a BCS school only if they're BCS ranking gets them into a BCS Bowl game. They do not play in a BCS Conference though. Your question was who's the best team from a non-BCS Confernece. The BCS Conferences are the Big 10, ACC, Big 12, ACC, Pac-10 and the SEC. Notre Dame is in none of those conferences. Therefore Notre Dame would technically be the best non-BCS conference team, but of course you were asking for a team other than Notre Dame I'm sure. In that case, I'd probably say Boise State.
