Well once the template's approved then anyone can download it and edit it as they see fit for whatever site or game they want.

No, the plan was to put up an "auction" for free on eBay to tell everyone to go to a site to get rosters for free.

It's just a flyer is all. By template I mean you can just switch out the game on it and other stuff if you want and then distribute it for other games.
