I downloaded someone's roster last night but was unable to get it into my dynasty. What am I missing?

After you download you must load the rosters.

Go into file management.

Also make sure to reload each time you start a dynasty, or else you'll get nothing. Then again, most people probably haven't started and restarted 15 dynasties in 2 days like I have.
