Friends List for Online Play?

I have played a few on-line games and have had great opponents who played fair, were in similar with my skill level, and produced very enjoyable games.

In past years I remember being able to add individuals to a 'friends list' of some sort where I could propose games and such to them when they were on-line.

I might be missing something obvious, but is this feature still available?

How do I communicate with other individuals on-line?

It would be great to not only pick up a game against a reliable person, but perhaps even eventually build a nice crew for an on-line dynasty down the road.
