do celebrations at inappropriate times?...when time is running out and the CPU player is celebrating after a tackle or stop and the game clock is running out...or after making a first down with 13 sec left on the clock down by 28?

I'll take a stab at it with saying that the game isn't perfect.

I too would like to see celebrations that make a little more sense. maybe even make the celebrations adhere to "normal person common sense" instead of "jock common sense" because really, we don't need to see celebrations after every single positive play.
