Thinking of this from a development perspective, here is the problem I can forsee with allowing duplicate numbers (beyond the initial rosters). If they allow it, people could make lots of players with the same number, so they would have to program in logic to not allow two players with the same number at the same time. But, that could result in some pretty screwy substitutions, and when you consider injuries and fatigue, it might not be obvious what is going on. Granted, people probably get what they deserve if they try to sub in a bunch of guys that are all #1 or whatever and it doesn't work. But I think a lot of players would just have a problem and not understand why.
