Can someone tell me how to do the paint splatter?

The paint splatter itself I've figured to just play around with till you get it just right. What I wanna know is the stadium like background, that seems all too good to just free hand with a brush, is there a brush set in particular you used to do the overlay of the stadium in the corner?
