Will accessing and using Teambuilder (when it launches) for NCAA10 via PC or game system be free?

yes to download it to xbox you'll need a silver xbl account

it'll be free. you don't even have to own the game to use TeamBuilder. I'm pretty sure it's using the EA Sports World accounts for it.
