Is there any logical reason why formation subs will not be in the game??

i keep hearing this but for some reason I don't remember them being in. how did you get to them?

They are at the playcall screen. You press triangle (PS3) and you can make a sub at any position and it stays for the entire game. They also have package subs. Why can't NCAA do this???
