Do promises have different effects on different players?

I was recruiting in the first offseason of my Nevada dynasty, and I ended up courting a quarterback to sign primarily because I promised him he would not be redshirted for the upcoming season. I tried it again with a 3-star DE, but my visit was met with a resounding "meh" and he later signed with Utah.

Does it seem like players seem to have different priorities when it comes to even promises?

It seems anyone I am in the running for when I give them promises they sign. I usually use the beat the rivals one, the finish in top 25 or top 10 or whatever it is once it is unlocked, the win the conference one, and sometimes the play a game in the player's home state especially if it is a player from the state my team is from.
