Ranked Games Online in the same state

Guys ,

For some reason I can not play a online ranked or unranked game online with anyone in the same state as me. I have my friend on my friends list and I can not play with him unless I disconnect my router and play directly through my cable modem. He is in the same state, but if I try and play someone else in another state I can play with or without the router so that tells me its not a firewall or port issue. What gives? ITs fustrating that I have to keep disconnecting my router and re-connecting. I have a Linksys. Anyone know how I can fix this?

Is this one friend the only person in your state you have tried to play?

No, I have tried to play three people in different parts of my state and the same thing, but if I play someone in another state it works perfect with no problem. I dont understand it.
